Get device telemetry settings
GET/api/v1/devices/{deviceId}/telemetry-configs
Get telemetry configurations for a specific device. Applies to WEDA Node and SubNode. A Custom Device returns 404.
Read the settings last requested for this device. A sensor's runtime configuration comes back under the same key it was submitted with, 'report' or the older 'config'.
When no requested settings exist (before any request, or after a reset), the response contains the device-reported settings instead, exactly as the device wrote them.
