Update device telemetry configurations

/api/v1/devices/{deviceId}/telemetry-configs

Partially update telemetry configurations for a specific device.

Use the GET endpoint to verify the actual applied configuration.

The 202 Accepted response indicates the desired configuration was sent, but not that the device has already applied it.
